SLAs currently have thresholds defined for upper and lower bounds, indicating an arena of values that fall within an acceptable range, and boundaries (upper and lower) that indicate breached conditions.

We need to provide another set of boundary conditions that allow for a threshold breach to indicate a warning status prior to a breach that indicates a critical condition.
